Gradescope Create Assignment Workflow New Look

Gradescope have introduced a new look to the Create Assignment workflow.

Create Assignments has moved to a separate page to provide instructors more screen space and allow more space for upcoming section management features.

Gradescope guidance has been updated to reflect this change.
